If Biden wants to prevent North Korea from acting out, he needs to first provide the government with new incentives to talk-and that means new restrictions Washington can use as carrots. Biden, in other words, needs to take North Korean policy off autopilot and launch a proactive effort to deter Pyongyang. Otherwise, he risks encouraging an already emboldened Kim to stage a major provocation.” 14 hours ago

Christopher Cavoli “Russians don't have the numbers necessary to do a strategic breakthrough. More to the point, they don't have the skill and capability to do it, to operate at the scale necessary to exploit any breakthrough to strategic advantage. They do have the ability to make local advances and they have done some of that.” 15 hours ago

“President Moon benefited a lot from the COVDI-19 response, but now the pandemic is getting worse. And the bigger problem is that with the worsening of the pandemic, the economy and people's livelihoods will inevitably face more hardships. So far, Moon's strongest pillar has been his fine response to the pandemic. But the people's trust in the COVID-19 response is shaking, so it is now emerging as an important negative factor in his support rating.”

“So far, we have done our best, both the people and the medical community, and we have been proud of the world's assessment of being a model quarantine country. If we're truly a model quarantine country, now is the time to prove it.”

“The decision-makers ought to be held accountable for failing to impose measures in time to counter the climb that began in mid-October. Prime Minister Chung Sye-kyun told an Oct. 11 government meeting that Korea would move to the least restrictive tier of social distancing, citing fatigue among the public and damage to the economy. This move came when the case numbers and other metrics did not warrant relaxing restrictions. Hospitals that withstood the pandemic at the forefront of the battle are being poorly compensated and are financially struggling. Repeated calls for augmenting critical care capacity went unaddressed. Now the government is asking hospitals to free up more beds to accommodate COVID-19 patients. But beds can’t be emptied just like that when there is still demand for non-COVID-19 medical care.”

“The fear of unemployment is spreading beyond small businesses, irregular workers and day laborers to employees of large companies. It is an ‘economic wartime.
