Dmitry Peskov “On the Ukrainian side, the panic is growing on the frontline. And this is first-hand information that there, on that side, the panic is growing. It is very important for us now to maintain this dynamics. It is very important not to stop and continue fulfilling [the tasks of the special military operation].” 12 hours ago

“Today, I have directed my administration to impose sanctions on Nord Stream 2 AG and its corporate officers. These steps are another piece of our initial tranche of sanctions in response to Russia's actions in Ukraine. As I have made clear, we will not hesitate to take further steps if Russia continues to escalate.”

“I want to be very clear: if Russia invades Ukraine one way or another, Nord Stream 2 will not move forward. I'm not going to get into the specifics.”

“In the case of Germany, the new government has not come out as strongly as it should have in diffusing this crisis because of its economic linkages with Russia and energy dependency through the Nord Stream 2 gas pipeline. But this also makes Germany look weak.”

“The more the US talks about sanctioning or criticises the project [Nord Stream 2], the more it becomes popular in German society. Germans in the majority support the project, it is only parts of the elite and media who are against the pipeline.”

“This new additional route will certainly help stabilize prices on the European markets. It would undoubtedly affect prices on the spot market, and consumers in the countries that use the Russian gas will immediately feel it.”

“Russia has to know that if you do something bad in Ukraine then the Nato and US presence in the eastern flank of the alliance will increase. If you do this, you will provoke a bigger presence than now. These decisions had to be made now through bilateral channels and the alliance so if Russia acts there can be a swift and broad response that does not take months or years. Work is already underway for a tough economic sanctions package, including the disconnection of Russia from the Swift banking system, sanctions on the Russian gas pipeline Nord Stream 2 and other economic sanctions. That package needs to be prepared so it can be applied reasonably quickly. We need to be able to target those who are helping Russia to get more revenues.”

“It would be suicidal for Russia to start the invasion because the US and the EU will stop buying Russia's hydrocarbons and fertiliser and will give up on Nord Stream 2, a brand new natural gas pipeline to Germany that awaits certification. Russia will lose two-thirds of its foreign trade revenues, while US energy companies will reanimate their shale oil and liquefied natural gas projects to compensate for the lost exports from Russia. The very existence of Putin's regime that stands on oil exports will be in question.”

“We now estimate that the certification can only be completed around April next year at the earliest, with ample potential for an extension through to August 2022, given the likelihood of an even more stringent evaluation at the next review stage of the European Commission.”

“We view this project [Nord Stream 2] exclusively through the prism of security and consider it a dangerous geopolitical weapon of the Kremlin. The main risks after its completion will be borne by Ukraine but that the pipeline will also be dangerous for all of Europe. The pipeline will only play into the hands of the Russian Federation.”

“Our position on Nord Stream 2 has been very clear, and it remains unchanged. President Biden has made clear that Nord Stream 2 is a bad deal. It's a bad deal because it divides Europe, it exposes Ukraine and Central Europe to Russia - Russian manipulation, and because it goes against Europe's own stated energy and security goals. We're continuing to monitor activity to complete or to certify the pipeline. And if such activity takes place, we'll make a determination of the applicability of sanctions. Importantly, sanctions are only one among many important tools to ensure energy security. And we'll - of course, we'll do this all in partnership with our allies and partners, but our position has not changed on the - on the deal.”
