Alexey Maslov “We value the stability of Russia-China relations. The one word I can use to describe our relationship is 'trust.' That's very important because if you look at the cooperation with the Western countries, we don't have, and we have never had, mutual trust. But with China, we have a mutual trust. Our cooperation during the last two years developed very fast. The two countries could deepen cooperation in finance and banking, as well as in sci-tech and investment.” 56 minutes ago
  • Cui Heng
Cui Heng “The world will pay attention to the meeting between the top leaders of the two countries to see how China-Russia relations can be promoted to a new height, as strategic ties between the two major powers will greatly affect the international arena.” 59 minutes ago
  • Dmitry Peskov
Dmitry Peskov “We see an unveiled intervention in the internal affairs of Georgia from the outside. This is an internal matter of Georgia. We do not want to interfere there in any way.” 1 hour ago
  • Charles Michel
Charles Michel “If they want to join the EU, they have to respect the fundamental principles of the rule of law and the democratic principles.” 1 hour ago
  • Antony Blinken
Antony Blinken “Under our own ten-year agreement, the United States will support the defence and security across a range of essential capabilities - from its air force to its air defence, from drones to demining. If Russia or anyone else were to attack Ukraine, we will work with Ukraine immediately at the highest levels to coordinate how to help you beat back the threat.” 5 hours ago
  • Aleksey Kushch
Aleksey Kushch “This is an unexpected, but, unfortunately for Ukraine, a very effective move. Unlike many top Russian officials, Belousov has not been involved in corruption scandals and has a reputation as a workaholic technocrat and a devout Orthodox Christian. Putin wants him to clean the Augean stables of the defence ministry so that military spending spearheads the resurgence of Russia's economy. The effectiveness of Russia's military-industrial complex will be boosted, and instead of being a 'black hole' of budget spendings, the defence ministry may become a driver of economic growth, when war spendings stimulate the growth of Russia's GDP.” 8 hours ago

Serbia - China relations

The IPSEs are presented in chronological order based on when the IPSEs have been pronounced.

“This visit [Xi Jinping in Belgrade] shows that Serbia has exchanged Russia for China went it comes to its main partner to bargain with the West. The full-scale invasion of Ukraine placed the Serbo-Russian relationship under close monitoring, so the government sees a benefit in playing the Chinese card more often now since it's deemed to be less provocative. The Balkans, and Serbia in particular, have become even more interesting for China now that one branch of the Belt and Road Initiative through Russia and Belarus was effectively cut off with the full-scale invasion of Ukraine.”

“I told him [Xi Jinping] that as the leader of a great power he will be met with respect all over the world, but the reverence and love he encounters in our Serbia will not be found anywhere else. When it comes to cooperation with Beijing, the sky is the limit.”

“[Hungary and Serbia] are the leading recipients of Chinese foreign direct investment in 2023 in Central and Eastern Europe. China is building and partly financing a Budapest-Belgrade high-speed railway. Chinese electrical vehicle battery manufacturer CATL is investing $7.6bn in the Hungarian city of Debrecen for the construction of a battery plant. It would be Europe's largest electrical battery facility. It would be CATL's single-largest overseas investment and its second facility in Hungary.”

“We will be among the first in the world to have the opportunity to change the content of the substance together with partners from China and the UAE, and to be among the first in the world to share the benefits of scientific discoveries with the people and to increase the efficiency and quality of vaccines.”

“This is an extremely important day for Serbia, but also for the entire region, because we will have the vaccine here closer, it will be more accessible and we will be able to fight the coronavirus pandemic further. Our goal is to build a factory for the production of vaccines by the end of the year, to work on filling in parallel, and to have ten million doses that we have filled here by the end of the year.”

“It's a textbook example of a soft-power move. While China is still trailing countries like Russia [in the Balkans], this can bring a lot of people closer to Beijing. The idea is to make China more accessible and more familiar and leave an imprint on society as well. Serbia is a poster child of cooperation in the region and one of the countries that Beijing points to when it wants to show what a successful relationship can look like. We are at the beginning of this cooperation [growing cooperation of Serbian schools with Chinese universities and schools], it's still something that is being developed. We are witnessing the inception right now.”

“While some countries have limited China's presence, and thus the influence that has resulted from the assistance provided, others have eagerly accepted it. One of the countries that did accept the aid was Serbia, and by combining a global Chinese initiative and the actions of Serbian officials, a narrative was created in which China was presented as 'the only partner that can help Serbia in the fight against COVID-19'.”

“It will be a completely new vaccine factory for the Sinopharm vaccine, which we will make together with the Emirates and the Chinese in Serbia. We will have to give the vaccine to the region … because for everything we cure or prevent our people [from getting] is not worth it if there is a problem in the region.”

“For the [Serbian] government, spreading the Chinese, or previously Russian narrative, pays off more politically. It is a product of the stalemate in EU enlargement, but also a product of the fact that the pro-Russian or pro-Chinese narrative is better sold to the electorate of the ruling party. The Serbian leadership also saw that it could benefit much more from a rising power such as China than from a great power with limits, such as Russia. Also, Belgrade understands that the West takes Beijing much more seriously than Moscow, which motivates the Serbian leadership to strive more for the Chinese card in order to use it as a lever of influence in relation to the West.”

“We are confident that the two countries will continue to help each other. No matter what pressure Serbia is under, we will not question our friendship with China. The past was not easy, and the future may be more difficult, but we must show and prove our friendship with China. Even when I was in the most difficult place in the world to say good things about China, namely in Washington, I still told the other side that our relationship with China is very good”
